In my role as chair I meet once a month with the general manager to discuss items of information that may be upcoming in authority meetings and events. I also meet with staff to review monthly financials as well as receive updates on ministry policy.

April 8th Council and Committee of the Whole Meeting


An overview of the Amherst Island Recreation Association, its members, events and financial statement.


An address was given regarding Edgewood Road civic addressing changes, citing concerns about the need for more time for consultation on the matter.


Council made the following decisions:

• That staff continue further consultation with affected residents regarding the Civic Addressing Changes to Edgewood Road, and that Councillor Proderick be appointed to participate in the consultation and discussion.

• Approved the naming of a private lane that provides access to Sunnyside Park as Sunnyside Court and the civic address of Sunnyside Park as 12 Sunnyside Court.

• Approved the 2025 Tax Rates By-law, Seniors Property Tax Credit By-law and Delegation of Authority for Treasurer to enter into Tax Extension Agreements By-law.

• That Loyalist Township should follow strategies to mitigate the affect of US Tariffs, that were adopted by the County of Lennox and Addington Council

• Approved the Part Lot Control lift request as it applies to Block 34 and Block 31 on Plan 29M057, located on Emma Street, Odessa

• Authorized the Mayor and CAO to execute documentation with Ontario Hydro Limited, pertaining to an easement between Hydro One Limited and The Corporation of Loyalist Township at 748 County Road 6.

• Authorized the Mayor and CAO to enter into a Servicing Agreement with the owner of the land described as Part Lot 31, Concession 4 Ernestown as in LA240335; Part Lot 31, Concession 4 Ernestown, Part 2 Plan 29R11232; Loyalist Township to allow for additional water and sanitary service connections to a proposed future lot.

• Authorized a transfer of funds from Impost Fees to CC 250007 in the amount of $220,000 to cover the budget shortfall for the County Road 6 Watermain and Sanitary Sewer Installation project.


Committee of the Whole

• Staff proposed some refinements to the Township’s Procedural By-law. These refinements include increasing virtual attendance at open session meetings, allowing virtual attendance at closed session meetings, agendas for Special Committee of the Whole meetings and a definition for reconsiderations.

• Staff provided options and preliminary parameters for the Affordable and Purpose-built Rental Housing Community Improvement Plan Incentive Program. Staff will begin public and stakeholder consultation on the proposed potential incentive programs and bring the results to a future Statutory Public Meeting.

• Staff provided the Committee with a new Fees and Charges By-law. The updated rates take into consideration approved budget items for 2025 and anticipated costs for 2026.

April 12th Lennox & Addington Chamber of Commerce


Along with other members of Council I was at Chamber of Commerce Business Excellence Awards on April 10th. I was pleased to present the Community Beautification Award to the Amherst Island General Store for their work on restoration of the facility. Topsy Farms was also recognized with the Lennox & Addington Chamber of Commerce Award as the chamber's business of the year.


April 14th Conservation Ontario

As chair of Cataraqui Conservation I attended the AGM of Conservation Ontario. There where many items in the agenda which are briefly outlined below.

The following were approved:

  • 2024 Audited Financial Statements and Audit Letters

  • 2024 Conservation Ontario Annual Report

  • 2025 Special Projects Budget


Members of the Board also received updates from the following programs and committees:

  • Policy & Planning Program

  • Insurance and Benefits Committee

  • Business Development & Partnerships Program

  • Drinking Water Source Protection Program

  • Marketing and Communications Program

  • Information Management Program

April 22nd Council and Committee of the Whole Meeting


Statutory Public Meeting

Council approved the Official Plan Amendment (D09-003-2024) https://loyalist.civicweb.net/FileStorage/5135C0200E1F41068DF4473FB496F765-Public%20Meeting%20and%20Recommendation%20Report%20-%20Offi.pdf and Zoning By-law Amendment Applications (D14-006-2024) - 5024 Bath Road. The amendment will permit one secondary unit in a detached accessory building or structure as a permitted residential use, along with introducing necessary performance standards in support of the proposed redevelopment.


Items for Consideration

Council made the following decisions:

• Received the 2025 Spring Strategic Plan Update from the CAO. Council thanked staff for their efforts towards the priorities identified in the Township’s Strategic Plan.

• Approved the noise exemption request from Hot2Trot Stables from noise prohibition under Activity 2 of Schedule 2 of the Township’s Nosie By-law.

• Authorized the transfer of funds from Development Charges to CC 210008 in the amount of $150,000 to cover the budget shortfall, for the 2025-08 County Road 4 Parks Garage Washroom Addition.

• Directed staff to bring forward a report to a future Council meeting regarding vacant or underused Township lands, with recommendations for declaration of surplus properties.


Committee of the Whole

• Staff and consultants from Thinc Design presented the draft 2024-2033 Parks and Recreation Master Plan. The Committee endorsed the draft master plan and directed staff to make the draft master plan available to the community for final comments. Community comments and the final version of the 2024-2033 Parks and Recreation Master Plan will be brought to a future Council meeting for endorsement.

Cataraqui Source Protection Authority Meeting

Report IR-037-25-CSPA, 2024 Annual Progress Report on Drinking Water Source Protection Implementation

  • Progress made through 2024 toward implementing outstanding policies in the Cataraqui Source Protection Plan

  • Directed the Cataraqui Source Protection Authority to submit the Cataraqui Source Protection Area Policy Implementation Report 2014- 2024 to the Ontario Ministry of the Environment, Conservation and Parks.


Full Authority Board Meeting

The following reports were received and approved by the board.


  • General Manager’s Monthly Progress Report Items included a summary of key meetings, staffing and Legislation Updates.


  • Cataraqui Conservation 2024 Annual Report

  • The 2024 Cataraqui Conservation Annual Report which highlighted the Authority’s accomplishments and projects from the preceding year. Key projects highlighted include: 60th anniversary celebrations; welcoming a new general manager; moving to the new administration office; and completion of several strategy and policy documents including a new corporate strategic plan, Watershed-based Resource Management Strategy and Conservation Area Strategy.     2025 Winter Recreation and Maple Madness Programs

  • Winter Recreation program started slow with no snow in January but rebounded in February with a month full of equipment rentals and ski lessons. Staff rented 419 sets of skis and 75 sets of snowshoes in February on the weekends (8 days). Weather also played a role in the 2025 Maple Madness program with staff having to cancel three days due to significant rain events and an ice storm. Overall. the program was a success with 13,170 visitors to Little Cataraqui Creek and 17,349 pancakes served.


    Cataraqui Trail Proposed Event – Line Spike Festival (South Frontenac)

  • Cataraqui Conservation has been approached by the Director of Operations (Get2thepoint Productions Inc.) with a request to use a portion of the Cataraqui Trail (Harrowsmith to the Camden Portland Boundary Road) to support the Line Spike Festival (music event). In order to facilitate the movement of event visitors the proponent has requested use of the Cataraqui Trail and K&P Trail for pedestrian walking routes. The Cataraqui Trail bisects the event area and, to facilitate movement between the parcels of land on either side of the trail, the addition of temporary crossings is also proposed. This report sought Board direction regarding issuance of a section 29 permit by staff to allow the activity.
