November 3rd Committee of Adjustment
The Committee of Adjustment approved three applications for 4621 Bath Road (Brookland Fine Homes): severance of land, a shared entrance, and a sanitary easement.
✅ Owner must maintain the sanitary line to MacDougall Drive
✅ Parkland contribution & proper permits required
✅ Hydro One pole relocation and well decommissioning included
✅ Curve Lake First Nation comments were considered; staff consulted the solicitor and are confident in the process
The project will move forward, but only once all servicing, legal, and environmental conditions are met.

November 4th Veteran's Crosswalk
I attended the dedication of the Veteran's Crosswalk on Kildare Avenue with member's of the Royal Canadian Legion Branch 623 and grade 7 & 8 students from Fairfield Public School. Mayor Hedagorn and Brian Bell shared their thoughts with those in attendance.

November 4th & 5th Town Halls
In the interest of transparency and accountability, Loyalist Township holds Community Town Hall meetings in communities throughout the Township on a bi-annual basis. These informal meetings provide community members with an opportunity to get updates on municipal programs and projects, suggest new ideas, and ask questions of Council. I've attended all the Town Halls in the township this fall. Many questions are asked and we try to answer as best as we can or direct the question to staff who may have the answer. I encourage residents to attend the spring town halls to share your concerns.

November 11th Council and Committee of the Whole Meeting
Delegation: Representatives from CarbonFree Group (Emma Coyle, Maged Sami, Lewis Angel, Doug Deeks) presented a proposal for a Battery Energy Storage System (BESS) project in the Township.
Gift Agreement: Council authorized the Mayor and CAO to sign a Gift Agreement with Latham Pool Products ULC, granting naming rights for the Lap Pool at the W.J. Henderson Community Centre.
Council passed the 2026 Water and Sewer User Rates By‑law.
Noise Exemption Request: Council denied a request for a noise exemption at 5115 Bath Road under Activity 7 of Schedule 2 of the Noise By‑law.
Emerald Ash Borer: Council passed a resolution advocating for funding to address the Emerald Ash Borer infestation.
The Committee of the Whole recommended approval of the draft Developer Front‑End Funding and Reimbursement Policy.
The Committee of the Whole also recommended approval of the draft Local Service The Consent Agenda included an update on public engagement for the 2026 budget.
OPP Board Minutes: Council received the minutes from the October 30, 2025 meeting of the East Lennox and Addington OPP Detachment Board.
Community Grant Committee: Council received the minutes from the October 27, 2025 meeting of the Community Grant Committee, along with the updated Fees and Charges By‑law for Loyalist Township

November 12th Conservation Ontario
I attended and information session on Bill 68 and ERO posting on proposed regional consolidation of conservation authorities. November 18 and 26 Council and Committee of the Whole
2026 Operating and Capital Budget Meeting
Council reviewed and amended the draft budget on November 18 and 26, then finalized it.
Tax Levy: The municipal operating budget sets a tax levy of $24.457 million, a 3.64% increase for residential taxpayers.
Reduction Achieved: The increase was reduced from the original 4.93% to 3.64%, lowering the impact by nearly 1.3%.
Revenue Measures: Savings came from anticipated spring ice rental revenue, summer student grants, planning/development fee changes, and additional development revenue.
Mayor’s Statement: Mayor Jim Hegadorn praised community input and Council collaboration, emphasizing fiscal responsibility amid inflation.
Capital Renewal Project: The W.J. Henderson Recreation Centre renewal was highlighted as a generational investment with long‑term benefits.
General Rate Capital: Adopted at $10,039,663.
Utilities Capital Budget: Adopted at $9,905,534.
Strategic Investments: Funding priorities include physician recruitment, capital infrastructure, fleet replacement, affordable housing (via Housing Accelerator Fund), cybersecurity (Cyber Incident Response Plan), and IT master plan rollout.
The final net tax levy impact will be determined once the Province sets the education portion and the County of Lennox & Addington establishes its requirements.

November 11th Legion Remembrance Day
I'm always humbled to represent the township at Legion 623 on Remembrance Day. The picture on the right is my grandfather in World War One, he is on the left.
November 21st Meeting with Ted Hsu MPP
As chair along with the general manager of the CRCA and the vice chair we were invited to meet with Ted Hsu MPP to discuss concerns that Cataraqui Conservation has over the governments plan to reduce the number of conservation authorities through Bill 68. Our discussion centred around the following points,
➢ key factors to support a successful transition
➢ opportunities, benefits and challenges from a regional framework
➢ regional governance structure, board size, make-up, and municipal appointment process
➢ process for transparent and consultative budgeting
➢ protection of assets acquired by local CA's through gifts etc
➢ how to maintain and strengthen relationships with local communities and stakeholders
November 27th CRCA Personnel Committee Meeting
I attended the committee meeting which was held in camera as it dealt with personnel issues.

Registering your camera with CamSafe allows the OPP to locate cameras that may be of assistance in addressing a crime instead of going door to door in a neighbourhood looking for info. A few shots from the community this past month. Santa Claus parade hosted by the Lions Club is always a popular event. Work continues on signage throughout the township and Dinosaur Park is getting an update. The Junior C Jets are home for three games before the Christmas break.
