Recommendations sent to council
Heritage Permit Application — 367 Academy Street, Bath
That the report from the Development Services Division, dated September 3, 2025, re: Heritage Permit Application for 367 Academy Street, Bath be received; and
That Council approve the Heritage Permit to permit the work as outlined in the application, subject to the following condition:
The eavestroughs and downspouts will be white to match the existing eavestroughs and fastened in the same manner.
Heritage Permit Application for 15095 Front Road, Stella Dry Stone Wall
That the report from the Development Services Division dated September 3, 2025, re: Heritage Permit application for 15095 Front Road, Stella, be received; and that
That Council approve the Heritage Permit for 15095 Front Road, Stella, to repair sections 1-4 of the Dry Stone Wall as part of the Dry Stone Wall Festival.

September 9th Council and Committee of the Whole Meeting
Presentations
• Inspector David Tovell and Staff Sergeant Al O’Byrne provided an overview of the 2024 OPP Detachment Board Annual Report highlighting community engagement, staffing, and statistics on calls for service.

Delegation
• Krista Ross addressed Council regarding the Tax Review of Amherstview and requested an independent audit of the municipal operating and capital budgets, with the aim of identifying cost saving measures to reduce the residential property tax rate.
Items for Consideration
• Council authorized the Mayor and CAO to execute a Gift Agreement with Naming Rights with Brookland Fine Homes for the naming of the arena and with Amherstview Golf Course Ltd. for the naming of the arena timekeepers box, at the W.J. Henderson Recreation Centre.
• Council authorized the Mayor and Clerk to execute a Letter of Agreement between the Province of Ontario and The Corporation of Loyalist Township, related to funding provided under the Dedicated Gas Tax Funds for Public Transportation Program 2024/2025.
• Approved the Part Lot Control lift request by Barr Homes for Block 107 on Registered Plan 29M-69, for the Lakeside Ponds Phase 2 Stage 3, Plan of Subdivision.
• Council authorized the Mayor to sign a letter of support from the Township to the CRCA for Invasive Phragmites Control Fund (IPCF grant funding).

September 10th Long Service Awards
I attended the annual Long Service Awards that recognize the many township employees who often go unnoticed providing day to day services. Employees with up to 35 years' serviced were recognized this year. As a reminder of one of the services provided see the chart below which may be of use to some in the upcoming months?

September 11th Cataraqui Conservation Authority General Manager's Meeting
As Chair of the Conservation Authority I meet monthly with the general manager and staff to review items that are current with the authority.
September 12th Barr Homes Ribbon Cutting
I had the chance to visit the Barr Homes/Barr Development ribbon-cutting for their latest project, Lakeside Place, located in Loyalist Township at the corner of County Rd 6 and Taylor-Kidd Blvd. It is the first apartment complex built in Loyalist in many decades and will host professional offices and a bakery on the main level.

Minutes of the June 13, 2025, Budget Review Committee, were approved.
Cataraqui Conservation 2026 Fee Schedules were Received; and Approved, effective January 1, 2026
Project Files Database Update, was Received; and, the Project Closure list was approved; and, the proposed 10-year Project Forecast was Received; and endorsed for circulation.

September 22nd Conservation Ontario
Four times a year Conservation Ontario brings together the Chairs of Ontario's conservation Authorities for meetings and updates on policies. The September meeting was held in person at Richmond Hill. The following topics were received and/or approved by the board.

September 23rd Council and Committee of the Whole Meeting
• Shaheer Aziz, Vice President and Lucas Thexton from Hydrostor addressed Council regarding the Hydrostor & the Quinte Energy Storage Centre, highlighting technology used, various projects throughout the world, the Long-lead Time RFP, and the community engagement plan.
Items for Consideration
• Council adopted a municipal support resolution for Westbridge Renewable Energy Corporation’s Switzerville Solar Project. As part of the IESO Long Term Procurement 2 (LT2), written confirmation of municipal support for the project is a mandatory requirement to be included with the proposal submission to the IESO.
• Council directed staff to undertake a feasibility study that identifies and assesses options for the Township to dispose of the portion of the Amherstview Secondary Plan lands owned by the Township, located at the south west corner of County Road 6 and Taylor Kidd Boulevard, to optimize development planning and land use in the area.
Committee of the Whole
• The Committee discussed and provided feedback to staff to incorporate into the drafting of the new Council Remuneration and Expense Policy. The draft policy will be brought back to a future Council meeting for consideration.
• The Committee discussed the draft Financial Securities Policy and recommended that the Development Securities Requirements Policy dated November 2, 2009 be repealed and the Financial Securities Policy be adopted.
Notice of Motion
• Councillor Proderick issued a notice of motion indicating that he will propose a motion for staff to examine the Facility Allocation Policy concerning ice time distribution. This review will take into account historical ice usage, local ice user groups within Loyalist, the needs of youth user groups, and evolving requirements based on population trends. The updated policy is to be presented to the Committee of the Whole at the meeting on January 13, 2026.

September 24th Lennox & Addington County Information Day
County staff hosted an information day outlining the services that our residents can access through our upper tier partners. We toured the John Parrot Centre, Lennox& Addington Paramedic Services as well as a session with Prince Edward-Lennox & Addington Social Services which outlined supports available including social housing.

September 29th Facility Use Allocation Meeting
I met with staff to discuss the current Facility Users Policy in regards to a motion concerning ice time distribution. I asked for a review taking into account historical ice usage, local ice user groups within Loyalist, the needs of youth user groups, and evolving requirements based on population trends.

September 30th Arts, Culture and Heritage Master Plan
In the next step in developing the Arts, Culture, and Heritage Master Plan, I attended a presentation of “What We Heard" from residents this summer. Feedback was gathered through idea labs, focus groups, community questionnaires, interviews, and sounding boards.
A hands-on session to co-create future directions for arts, culture, and heritage in Loyalist Township was based on our findings.
