July and August are slow months in terms of Council meetings as schedules are adjusted for staff and council to take a break without cancelling meetings due to quorum not being met. An outline of the two months is below.

July 1st Bath Canada Day
Bath Canada Day 2025 delivered a vibrant celebration in the historic village of Bath. The day began with a pancake and sausage breakfast hosted by the Bath Firefighters Association, followed by a vendor market and a free Kids Zone filled with games and inflatables. Live performances lit up the Main Stage, featuring acts like Sisters of the Drum and Dead Root Revival. The Red & White Parade added patriotic flair, and children enjoyed the Firefighters Foam play area. While the community came together in festive, family-friendly spirit many joined from beyond the township with an estimated attendance of 15,000 throughout the day.

July 8th Council and Committee of the Whole Meeting
Statutory Public Meeting
• A Pubic Meeting was held in regard to Zoning By-law Amendment Applications (D14-002-2025) - 1829 County Road 5. The application seeks to rezone the retained portions of a previous consent application from portions of the Prime Agriculture (PA) Zone and Rural (RU) Zone to a site-specific Prime Agriculture Exception Nine (PA-9) Zone to prohibit residential uses. Council approved the application.
• A Public Meeting was held for The Windsor, 24 Park Crescent - Zoning By-Law Amendment (D14-012-2024). The proposed amendment would be to amend the zoning of the Residential Type Six Exception One (R6-1) Zone to establish uses and site-specific zone provisions to the property. Once comments from Council, the Township departments, agencies and public have been addressed, a recommendation will be brought to a future Council meeting.
• A Public Meeting was held for Official Plan Amendment (D09-001-2025) and Zoning By-law Amendment (D14-003-2025) - Additional Residential Units. The proposed amendment is Township initiated and would implement four units as-of-right within the urban settlement areas that contain full municipal services. This would be an increase from the current three units as-of-right permitted through Provincial legislation. Once comments from Council, the Township departments, agencies and public have been addressed, a recommendation will be brought to a future Council meeting.
• A Public Meeting was held for the Affordable and Purpose-Built Housing Community Improvement Plan (CIP). The proposed CIP includes Purpose-Built Rental grant, an Additional Residential Unit grant, and an Affordable Rental Incentive. Once comments from Council, the Township departments, agencies and public have been addressed, a recommendation will be brought to a future Council meeting.
Items for Consideration
Council directed staff to continue with the Community Tree Initiative Program with consideration for expansion and bring back a funding proposal within the 2026 Operating Budget.
Council approved By-law 2025-46 to amend the Site Control By-law 2015-48.
Council declared lands Firstly: North Street Plan 91; Secondly: Part Lot 277 Plan 91 as in LA115482 as surplus and that lands be merged with Limestone District School Board’s land and the Mayor and CAO be authorized to execute all documents to authorize the land transfer.
Council approved a budget of $1.3M, funded through a third party contribution, for required species at risk compensation work in Taylor-Kidd Industrial Park.
Council directed staff to consult with MTO for approval to implement an All-way stop at the intersection of Sherwood Drive and Manitou Crescent and if approved implement the All-way stop.
Council also directed staff to proceed with the recommendations from GHD Group in relation to signage, street markings and remedial landscaping Maple Road / Old Wilton Road Intersection and Front Road / Emerald 40 Foot Road Intersection.
Committee of the Whole
• The Committee recommended that Electronic and Telephone voting be the voting methods used for the 2026 Municipal Election and directed staff to bring forward a by-law authorizing this selected methods to a future Council meeting, as well as incorporate the budgeted amount for the 2026 Municipal Election into the 2026 Operating and Capital Budget for consideration.

July 29th Heritage Committee
Heritage Permit for 100 Bridge Street, Odessa - Babcock Mill Staff provided an overview of the proposed work to be done on the Babcock Mills property to remove and replace the existing culvert on the North side of the property.
The heritage permit application for 100 Bridge Street, Odessa, to remove and replace the culvert which directs water from Millhaven Creek to the mill wheelhouse was approved.
August 5th Committee of Adjustment
D10-001-2025 - 10 Potter Drive - Consent (New Lot)
The report from the Development Services Division, be received; and that application for the property at 10 Potter Drive be approved subject to the nine conditions outlined in the report.
D13-006-2025 - 10 Potter Drive- Minor Variance
The report from the Development Services Division be received; and that application to reduce setbacks for the property at 10 Potter Drive be approved subject to the conditions outlined in the report.
August 11th Arts, Culture and Heritage Master Plan
I took part in the township Arts, Culture and Heritage Master Plan focus groups attending a session in Amherstview.

Over the past two months, we have hosted eight sessions across the Township, and the conversations have been both thoughtful and inspiring. The feedback will give us a clearer picture of what matters most to our community and how arts, culture, and heritage can continue to enrich life in Loyalist. As part of this ongoing engagement, we invite you to share your thoughts through our community survey, which is open until Tuesday, September 3rd. You can access it here: Loyalist Creates – Survey Link. We encourage you not only to complete the survey yourself but also to share it with friends, family, and neighbours so that a wide range of voices and perspectives are reflected in the Plan.

August 12th Council and Committee of the Whole Meeting
Public Meetings
A Public Meeting was held in regard to Zoning By-law Amendment Application D14-010-2024. The proposed amendment to Zoning By-law 2001-38, as amended, seeks to rezone the subject lands from Open Space (OS) Zone to Residential Type Five Exception Holding (R5-X-H) and Residential Type Five Exception Holding (R5-XX-H) Zones to facilitate the development of the proposed nine (9) townhouse units.
A Public Meeting was held for the Zoning By-law Amendment Application D14-004-2025. The proposed amendment would facilitate the development of single detached homes, semidetached homes, townhouse units and two blocks consisting of 2 stacked townhouse buildings and a future mixed-use block, and a future development block. The subdivision includes 43 single detached dwellings, 16 semi-detached dwelling units, 118 townhouse units and 84 stacked townhouse units for a total of 261 residential units. Delegations

A proposed Switzerville Solar Project from Scott Kelly and Margaret McKenna of Westbridge Renewable Energy Corp
A proposed battery project on 533 County Road 4, Bath from Rahim Rawji and Ruth Donald from Northland Power.
Council made the following decisions:
Council approved By-law 2025-52 to adopt the Affordable and Purpose-Built Housing Community Improvement Plan, and the allocation of HAF resources to fund the proposed CIP for this fall.
Council approved the 2025 Draft Asset Management Plan, and its recommendations with any budget implications each year to be approved in the budget process.
Council authorized the certain changes to the Deferral of Impost Fee Agreement executed pursuant to By-law 2018-023 with Ronald Tasker and Bonnie Crook.
Council endorsed the 2024-2033 Parks and Recreation Plan. •
Council authorized the extension of the agreement for the current advertising pilot project with the Amherstview Jets Junior C Club for an additional one-year term through the end of the 2025-2026 Provincial Junior Hockey League (PJHL) season, including playoffs. I declared a conflict of interest on this item as I am now on the Board of Directors of the club
Council approved the allocation of the Fire Protection Grant to purchase cancer prevention equipment.. This agreement will provide the Township with two Fire Protection Grant payments of $32,921.80 and $361.73 for a total of $33,283.53.
Committee of the Whole
The Committee recommended that staff bring forward a new Municipal Roadway Improvement and Preservation Policy.

August 20th WJ Henderson Revitalization Committee
We are embarking on a once-in-a-generation project to renew the W.J. Henderson Recreation Centre—a cornerstone of community life. With $16.5 million in federal funding and $9 million from the province already secured, construction is well underway. As a member of the campaign we met with community groups in two sessions looking for ideas while sharing our vision for the future. Watch for the roll out of the campaign in the fall.

A presentation was received from Dr. Terri-Lynn Brennan, Executive Director, Lodge Pole Arts Alliance - An Eastern Woodland Indigenous Arts Studio Complex rooted in Ecological Stewardship and Sustainability.

Confirmed appointment of Paul Proderick to the Cataraqui Conservation partner group, Rideau Corridor Landscape Strategy Steering Committee (RCLSSC) for 2025.
Board approval given to create a capital project for the Gould Lake Barn Architectural Concept as part of the 2025 project year.
The purpose of this report is to seek Board approval given to create a capital project for the Marble Rock Parking Lot Expansion as part of the 2025 project year.
Information was provided on the break-in that occurred at the Outdoor Centre at the Little Cataraqui Creek Conservation Area. The Board also approved an Outdoor Centre security update project.
