D13-2025-0009 - 4372 Bath Road - Farhana Zulkernine- Application for Permission
Recommendation:
That the report from the Development Services Division, October 6, 2025, re: 4372 Bath Road - Farhana Zulkernine- Application for Permission, be received and that the permission application D13-2025-0009, affecting property described as PT LT 42 Con Broken Front Ernestown PT 4 29R308; Loyalist Township; in the County of Lennox & Addington to: expand the volume of the existing legal non-conforming dwelling located within the 15-metre regulatory floodplain setback specifically to add a second storey and a deck be approved subject to the conditions outlined in the report.
D13-2025-0010 - 98 Main Street- Jody Mitchell - Minor Variance
Recommendation:
That the report from the Development Services Division, October 6, 2025 re: 98 Main Street- Jody Mitchell, be received and that the minor variance application D13-2025-0010, affecting property described as LT 192-193 PL 91; Loyalist Township; in the County of Lennox & Addington and more specifically addressed as 98 Main Street in Odessa to build a detached garage be approved subject to conditions outlined in the report.
003-2025 - 607 Fred Brown Road - Consents (Two New Lots) - Marko and Judith Palikko
Recommendation:
That the report from the Development Services Division, date October 06, 2025 re: 607 Fred Brown Road - Consent (two new lots) be received; and that the applications D10-002-2025 & D10-003-2025 affecting property described as Part Lot 32-33 Concession 7 as in LA236082; in the Geographic Township of Ernestown, Loyalist Township, in the County of Lennox & Addington, and more particularly located at 607 Fred Brown Road, be approved, subject to the conditions outlined in the report.

October 14th Council and Committee of the Whole Meeting
Presentations
Lilit Karapetyan, Municipal Advisor and Peter Sizov, Senior Municipal Advisor from the Ministry of Municipal Affairs and Housing provided a presentation to Council on the Strong Mayor Framework. Richard Steiginga, CPA, CA Partner and Duane Potter from Baker Tilly provided a presentation to Council on the 2024 Financial Statements.
Delegation
Kristan Miller addressed Council regarding a Water Bill Forgiveness Request. Council directed staff to bring forward a report providing consideration on Council's options to support forgiveness of the sewage fees.
Items for Consideration
Council approved the draft 2024 audited financial statements and draft 2024 audited trust fund financial statements and directed staff to file the 2024 audited financial statements with the Ministry of Municipal Affairs and Housing. In accordance with the Operating Surplus & Deficit Management Policy,
Council approved the distribution of general rate net surplus and recovery of utilities rate deficit as follows: $128,230 to the general rate capital reserve fund; $14,248 to the reserve for working funds; $68,512 to the Utilities Sewer Capital reserve fund; $215,585 to the Utilities Water Capital reserve fund; $232,443 to the utilities rate stabilization reserve.
Council approved the changes to the 2026 Budget Meeting Schedule as follows: Cancel the Special Committee of the Whole meeting scheduled on November 4, 2025; Change the Council budget meeting dates to November 18, November 26 and December 2.
Council endorsed the reappointment of Luke MacDonald, Engineering and Environment Manager to the Cataraqui Source Protection Committee until January 31, 2029.
Council authorized the Mayor and CAO to execute the renewal of the licensing agreement with the Fairfield Homestead Heritage Association, with a one-year extension.
Council directed staff to review the Facility Allocation Policy in regards to ice time allotment to consider historical ice use, local ice user groups based in Loyalist, youth user group needs, and the changing needs based on population trends, and that a revised policy be brought to Council in the spring prior to ice allocations for the 2026/2027 season.
Committee of the Whole
The Committee considered the draft 2026 Fees and Charges By-law and requested that the final by-law include rental rates for the Amherst Island Community Centre and that the final bylaw be brought to a future meeting of Council for adoption.
The Committee considered and discussed the Capital Project Prioritization Policy and recommended that the existing Capital Project Prioritization Policy dated October 5, 2009 be repealed and the updated Capital Project Prioritization Policy be adopted by Council.

October 15th & 16th The Ontario Land Tribunal
The examination of the Loyalist Township Council's structure and ward boundaries has been completed. The Ontario Land Tribunal considered an appeal related to the Council's decision on October 15th and 16th. I attended the two day hearing via ZOOM and look for a decision before the new year.
W.J. Henderson Recreation Renewal Fundraising Committee

I took part in an online announcement by the Ontario Government concerning modifications to conservation authorities. Ontario is reorganizing its conservation system by merging 36 conservation authorities into 7 regional entities under a new organization named the Ontario Provincial Conservation Agency (OPCA).
Here’s a detailed summary of the announcement:
Key Changes
Creation of OPCA: The Ontario government will introduce legislation to establish the Ontario Provincial Conservation Agency, a centralized body to oversee conservation efforts across the province.
Consolidation: The current 36 conservation authorities will be merged into seven regional authorities to streamline operations and improve consistency.
Digital Permitting Platform: A new province-wide digital system will be developed to simplify and speed up permitting processes for housing and infrastructure projects.
Goals and Benefits
Improved Watershed Management: The OPCA aims to enhance flood protection and natural hazard mitigation by unifying standards and data systems.
Faster Development Approvals: By reducing bureaucratic delays, the government hopes to accelerate construction of homes and infrastructure.
No Job Losses Promised: Environment Minister Todd McCarthy emphasized that the restructuring will not result in layoffs.
Consultation and Oversight
Stakeholder Engagement: The province will consult municipalities, Indigenous communities, and conservation authorities on the proposed regional boundaries.
Legislative Amendments: Changes to the Conservation Authorities Act will be introduced to formalize the new agency and its governance structure.

October 28, Council and Committee of the Whole Meeting
Statutory Public Meeting
A Public Meeting was held in regard to Official Plan Amendment (D09-001-2025) and Zoning By-law Amendment (D14-003-2025) - Additional Residential Units. The Township initiated Official Plan and Zoning By-law Amendment will implement four units as-of-right within the urban settlement areas that contain full municipal services. Council approved Official Plan Amendment Application D09-001-2025 and enacted By-law 2025-61, as well as approved Zoning By-law Amendment Application D14-003- 2025 and enacted By-law 2025-62.
Delegation
Isabella Harpell addressed Council regarding a crosswalk in honour of Canada's veterans. Council passed a motion to refer this back to staff to review the existing sidewalk replacement schedules and examine potential opportunities to install a veterans crosswalk.
Items for Consideration
Council received the 2025 Fall Strategic Plan Update from the CAO.
Council authorized the Mayor and CAO to execute a Gift Agreement with Naming Rights with Barr Homes for the naming of the Aquatics Centre at the W.J. Henderson Community Centre.
Council authorized the Mayor and CAO to execute the Stream 2 Community Sport and Recreation Infrastructure Fund Transfer Payment Agreement for the W.J. Henderson Recreation Centre Arena renewal project.
Council also authorized the Mayor and CAO to execute the Stream 1 Community Sport and Recreation Infrastructure Fund Transfer Payment Agreement for the W.J. Henderson Recreation Centre Arena renewal project, once received.
Council approved a request to forgive sewage fees in the amount of $4,418.79 and any late fees or penalties that have accrued, in addition to the $2,000 credit already approved under the Townships Water Leak Forgiveness Adjustment Policy.
Council provided support for an application to the Connecting Link funding program for the Intersection Upgrades to Bath Main St and Windermere Blvd construction project.
Council adopted a municipal support resolution for the Bath Energy Storage Project. As part of the IESO Long Term Procurement 2 (LT2), written confirmation of municipal support for the project is a mandatory requirement to be included with the proposal submission to the IESO.
Council enacted By-law 2025-63, being a by-law to provide for the placement of Stop Signs in Loyalist Township.
Committee of the Whole
Jenna Campbell, Director of Corporate Services, Strategy and Innovation provided the Committee with an overview of the transit level of service considerations. The Committee recommended that Council support the proposed transit service plan as identified in Option 1 of the report, for inclusion in the 2026 budget, subject to grant funding. The Committee also recommended that Council authorize staff to submit an application to the Ontario Transit Investment Fund to support the enhancements included in Option 1
