March 4th Solid Waste Management Master Plan Consultation
I attended the Open House in Odessa which outlined the Solid Waste Management Master Plan which will be a 30-year guide for:
The future of curbside collection
Decreasing landfill capacity
How we can divert more solid waste from landfills
Upcoming regulatory changes
Expected population growth
Costs to the Township, costs to residents
Environmental sustainability
Organic waste

March 11th Council and Committee of the Whole Meeting
Here are the key highlights:
Establishment of a Committee of Revision in accordance with Ontario Regulation 586/06. Councillor Proderick, Councillor Budarick, and Councillor Ennis were appointed to the Committee for the 2022-2026 Term of Council.
Borrowing By-law with FCM Green Municipal Fund Loan - W.J. Henderson Project for an issuance of debt in the amount of $3,750,000, in relation to the FCM - Green Municipal Loan and Grant agreement signed February 2, 2025.
Borrowing By-law with Royal Bank of Canada Construction Loan to enter into an agreement for an issuance of debt for a Revolving Term Loan up to an amount of $19,500,000.
Fields of Loyalist - Creekford Developments - Draft Plan of Subdivision (D12-294), the Official Plan Amendment (D09-004-2022) and the Zoning By-law Amendment (D14-016-2022). The subdivision development is of Concessions 3 and 4, Lots 29 and 30, fronting County Road 2 in Odessa.
Termination of the Lakeside Gardens Watermain Flushing Agreement. Staff to provide notice to 1311354 Ontario Inc. and 1576480 Ontario Ltd.
A Maintenance Agreement for 97 Park Crescent. This formalizes the current understanding that the Board is responsible for maintaining the lay-by
MTO Ferry Subsidy Petition for 2024.
Support for the motion regarding the Canadian & Ontario Government Negotiations with the U.S. Government on Trade Tariffs. This will be circulated to federal and provincial levels of government.

March 12th Lennox & Addington Chamber of Commerce
I represented the township on the selection panel for the Chamber of Commerce Business Excellence Awards coming up on April 10th. There was quite a variety of businesses represented from all parts of the county and the township was well represented by a number of entires.
March 19th Ground Breaking In Amherstview
I was pleased to represent the township at the official groundbreaking ceremony of Our Lady of Mount Carmel Catholic School in Amherstview. The replacement school is being constructed on the current grounds of the school, beside the existing school. This $28,279,689 construction project will include 518 pupil places, and three child care rooms for a total of 49 licensed spaces.

In my role as chair I meet once a month with the general manager to discuss items of information that may be upcoming in authority meetings and events.

March 25th Council and Committee of the Whole Meeting
Here are the key highlights:
Council approved the following:
The renewal of the collective agreement for Canadian Union of Public Service Employees Union (CUPE) – Local 2150, from January 1, 2025 to December 21, 2027.
Pre-budget approval for the 2026 Budget, in the amount of $54,000, for the contract extension of the Environmental Technician, for an additional 7 months, up to July 30, 2026.
Local Improvement Charges for the undertaking of the Emma Street Servicing in accordance with Ontario Regulation 586/06. This imposes a special charge to each property benefiting from the completed work on Emma Street, as local improvement. The Township must pay the initial cost of local improvement work therefore, an internal loan was approved in the amount of $458,101.49 from the Impost Fee Reserve and will be repaid by the local improvement charge at a rate of 2.5%.
Endorsed the engagement plan and provided direction to staff on additional engagement requirements, for Independent Electricity System Operator (IESO) energy projects that require municipal support resolutions.

To enhance the communication from the General Manager’s Office to the Full Authority Board through monthly updates on internal and external items. Items included a summary of key meetings, staffing and Legislation Updates.
Report IR-034-25, Proposed Project - Cataraqui Trail KM Markers
Cataraqui Conservation has received a grant from the Trans Canada Trail Infrastructure and Major Repairs stream to support the installation of kilometre markers to assist users of the trail in identifying distance and location when using the trail. The project is supported by the Friends of the Cataraqui Trail through financial and volunteer contributions.
