February 11th Council and Committee of the Whole Meeting
Here are the key highlights:
Amherstview West Secondary Plan: The Council approved the rezoning of a portion of the lands in the Amherstview West Secondary Plan Area. This included the adoption of Official Plan Number 48 and Amherstview West Urban Design Guidelines.
Part Lot Control Lift Request: The Council approved the Part Lot Control lift request by Barr Homes for Block 106 on Registered Plan 29M-69, for the Lakeside Ponds Phase 2 Stage 3, Plan of Subdivision.
Easement Agreement with Ontario Hydro Limited: The Mayor and Chief Administrative Officer were authorized to execute documentation with Ontario Hydro Limited, pertaining to an easement between Hydro One Limited and the Corporation of Loyalist Township on property municipally addressed as 363 Amherst Drive.
Ward Boundary Review: Dr. Robert Williams of Watson & Associates provided a presentation on the Loyalist Township Ward Boundary Review. Public engagement on the Council Composition and Ward Boundary Review options began in February.
Draft Policies for W.J. Henderson Recreation Centre Renewal Project: The draft Donations Policy, Asset Naming Policy, and Sponsorship and Naming Rights Policy were provided to the Committee for comment. These policies will facilitate the Capital Campaign for the W.J. Henderson Recreation Centre Renewal Project and future sponsorship and naming rights for Township programs and assets.
Asset Management - Proposed Levels of Service: The Committee provided comments towards developing a draft of the Asset Management - Proposed Levels of Service, which will be brought back to Council for approval at a future meeting.

February 14th CRCA Road Map Meeting with Staff
In my role as chair I meet once a month with the general manager to discuss items of information that may be upcoming in authority meetings and events.

February 18th W.J. Henderson Recreation Centre Renewal Fundraising Committee
The following updates from the Campaign Cabinet were received:

Campaign Cabinet is meeting weekly
preferred order of major donation asks was outlined
ideas and options for recognizing donors were discussed
working on donor wall and atrium ideas to bring back to next Committee meeting in March
ideally we are looking at raising 50% of our $2 million dollar goal from our donors before we go to Council

February 20th Maple Madness
Maple Madness is back at the Little Cataraqui Creek Conservation Area and I had a chance to tap a tree and sample some pancakes!
Every weekend in March and the March Break enjoy freshly made pancakes and real maple syrup.
Plus wagon rides to the sugar bush, tons of family friendly activities, maple photo contest, face painting and more.

Admission is $5.25 for adults and $3.75 for children.

February 25th Council and Committee of the Whole Meeting
Here are the key highlights:
Housing Accelerator Funding use in the 2025 year for staff time spent on HAF initiatives, to a maximum of $200,000, and up to $171,000 in expenses for the Loyalist Link transit service.
Removal of the holding symbol for the Brookland Fine Homes Limited development in Amherstview for Part of Lots 35 and 36, Concession 1, and Part of Block D on Registered Plan 1081.
Removal of the holding symbol for the Brookland Fine Homes Limited development in Amherstview for Part of Lot 35, Concession 1, Part 1 on Plan 29R-11220, except Registered Plan 29M-72. Committee of the Whole
Draft Flexible Work Arrangements Policy, the Volunteering Time Off Policy and the NonUnion Compensation Administration Policy were provided to the Committee for comment. The Compensation for Staff Appointed on an Acting Basis Policy, Annual Economic Increase – Non - Union Policy, Non-Union Salary Administration Policy and Compensation for Part-time Employees Policy were recommended for repeal, as they would be captured in these new policies.
Draft Policy Framework provided to the Committee for comments along with an inventory of Township policies identified to be repealed. This framework would provide guidance to the development, management and approval of all Township policy documents. The Committee discussed the proposed approval authority for Administrative Policies and made the following recommendation that the framework be amended to require that all approved Administrative Policies be provided to Council through the Consent Agenda at the next feasible Council meeting.
Community Grant Committee approved the following grants and council confirmed them.

Monthly updates on internal and external items. Items included a summary of key meetings, staffing and Legislation Updates.
Report IR-025-25, Cataraqui Conservation Development Review Activity Report – 2024
This report provided an activity summary for Cataraqui Conservation development review services in 2024.
Report IR-026-25, 2024 Year-End – Recommended Discretionary & Obligatory Reserve Transfers
Transfers to close the 2024 books. Reserve transfers are necessary for the management of reserves and are in accordance with the Cataraqui Conservation Reserve Policy.
Report IR-027-25, 7.4. Capital Variance report to January 31, 2025
Outlined the capital project delivery status to January 31, 2025, seek direction to close capital projects, and complete recommended reserve transfers.
Report IR-028-25, Proposed Projects at LCCCA - Samsung Fund
The purpose of this report is to advise the Board of funding available from the Samsung Solar LP Community Benefit and to seek Board support to create capital projects for Little Cataraqui Creek Conservation Area (LCCCA).
Report IR-029-25, Afforestation Activities Update
This report updated the Full Authority Board on the 2025 afforestation activities and to amend the projected financial expenditures for the delivery of the program.

February 27th Owl Woods Visit
With staff from the CRCA I visited the Owl Woods, located on Amherst Island. It is a well-known destination for birdwatchers and nature enthusiasts. This special area provides critical habitat for a variety of owl species, particularly during the winter months. It is one of the best places in Ontario to see these fascinating birds in their natural environment. February Ward Boundary Review Open Houses
The Loyalist Township Council Composition and Ward Boundary Review is underway. The purpose of the ward boundary review is to review the existing electoral arrangements to develop an effective and equitable system of representation. This means we are reviewing Council composition, options for how Council representatives are elected, existing ward boundaries, and whether residents have equitable access to their elected representatives. The existing wards were established in 1998 when the former Townships of Amherst Island, Township of Ernestown and the Village of Bath were amalgamated into one to form Loyalist Township.
The goal of the review is to assess the current Council composition and establish a ward structure that will accommodate growth and population shifts for at least the next three municipal elections.
I was able to attend the Open Houses in Wilton, Bath and Amherstview as well as the presentation given on line. Due to a previous commitment I was unable to get to Amherst Island for the presentation there.
