Delegations

  • Ryan Hobbs addressed Council regarding Switzerville Road citing poor road conditions, historical push to resurface the road, and snow removal timelines.


Council approved the following items:

  • Council declared 240 County Road 4 to be surplus land and authorized the Mayor and CAO to execute a proposed land sale agreement at a price of $500.38 plus incurred costs. Any funds received from the sale will be transferred to the Industrial and Business Parks Reserve.

  • Staff were directed to begin public consultation for resident input on proposed Civic Addressing Changes – Edgewood Road.

  • Council passed the 2025 Temporary Borrowing By-law for a line of credit through Royal Bank of Canada (RBC)

  • Baker Tilly LLP firm were appointed as the Auditor of the Township for the fiscal years 2024 to 2028.

  • The Mayor and Director of Finance/Treasurer were directed to execute the Green Municipal Fund Loan and Grant Agreement with the Federation of Canadian Municipalities

The Township Team met with the Minister of Sport Neil Lumsden to outline some of the successes of the township in reguards to programming and future developments within the township including the revitalization of the W.J. Henderson Recreation Centre.

I attended several sessions over the duration of the conference and a brief summary of each is below.


Exploring the Rural Seniors Workforce

  • human health challenges and opportunities in rural Ontario

  • work being done to improve well being of seniors in rural communities

  • growing support networks in rural Ontario


Changes in Land Use Planning

  • how will it impact rural municipalities

  • topics included, agricultural land, agricultural land use assessments and additional residential units


Innovations in Rural Health Services

  • what does change look like in rural Ontario and what does it mean?


Tackling Water & Wastewater Infrastructure in Rural Ontario

  • what are the major challenges?

  • how do we support growth

  • addressing aging infrastructure

  • building to support climate change

January 28th CRCA Meeting with Staff

  • I met with the outgoing chair and staff to prepare a roadmap for the upcoming AGM and beyond


January 29th Loyalist Link


A brief update on the Loyalist Link Project

  • after two months of service ridership is above projections which is a good sign for the service

  • I rode the 90A Route to get a feel of the service

  • despite the picture above there were several riders on the bus and they gave me some insights on how they use the service and how we might improve the service

Items for Consideration

Council made the following decisions:

  • Approved the Additional Budget Request - Odessa West Reconstruction Project and Emma Street Servicing Allowance of $265,000 from the General Capital Reserve (as available) with the balance to be funded from new debt financing and up to $215,000 from Water Rate reserve and $55,000 from Sewer Rate reserve.

  • Directed staff to engage a consultant to complete a Fleet Condition and Needs Study and the project be funded up to $25,000 from the Fleet and Equipment Reserve Fund.

  • Approved the implementation of fees for the Heritage, Culture and Tourism Division's attractions, events and services, as considered in the 2025 operating budget. The current Miscellaneous Fees and Charges By-law 2022-006 was amended to include these new fees.

  • Council approved the use of the Housing Accelerator Fund Round 2 (HAF 2) to fund critical path items including recruitment of staff to support the program and retention of consultants.

  • Resignation Tanya Hamilton from the W.J. Henderson Recreation Centre Fundraising Committee

  • Neilson Store Museum and Cultural Centre (NSMCC) 2024 Review - Annual Operations.

  • Minutes of the January 22, 2025 meeting of the W.J. Henderson Recreation Centre Renewal Committee. Council approved the recommendations from the Committee to adopt the updated Terms of Reference for the W.J. Henderson Recreation Centre Renewal Fundraising Committee, approve the Case Statement and rename the W.J. Henderson Recreation Centre to the W.J. Henderson Community Centre.

A few highlights from the Board meeting.

At the AGM I was confirmed as the Chair of the Authority for the upcoming term of office. As part of my responsibilities I will serve as chair for the following committees,

  • Budget Committee

  • Personnel Committee

  • Facilities Ad Hoc Committee

  • Planning and Permitting Committee

I will also serve as the Authorities Delegate to Conservation Ontario
